The group \u2013 the Netherlands\u2019 largest bicycle manufacturer \u2013 owns Haibike, Ghost, Winora, Lapierre, Raleigh, Batavus, Sparta and XLC, as well as the cargo-bike brands Babboe and Carqon. Its UK and Irish business had already entered administration earlier in the week.<\/p><div id=\"regen-352144104\" class=\"regen-test-placement-from-wizard-2878267818 regen-entity-placement\"><script async src=\"https:\/\/pagead2.googlesyndication.com\/pagead\/js\/adsbygoogle.js?client=ca-pub-1076230867169041\"\n     crossorigin=\"anonymous\"><\/script><\/div><div id=\"regen-2854087865\" class=\"regen-test-placement-from-wizard-1604397851 regen-entity-placement\"><script async src=\"https:\/\/pagead2.googlesyndication.com\/pagead\/js\/adsbygoogle.js?client=ca-pub-1076230867169041\"\n     crossorigin=\"anonymous\"><\/script><\/div>\n<p>The collapse follows a turbulent four years: a KKR-led consortium bought Accell for \u20ac1.8 billion in 2022, but revenues fell 22% in 2024 to just over \u20ac1 billion, the Batavus factory in Heerenveen was closed last year, and the mass recall of around 22,000 Babboe cargo bikes in 2024 \u2013 plus a related investigation by Dutch safety regulator NVWA \u2013 weighed heavily on the business. A planned sale to Singapore\u2019s Dutech Group fell through before the suspension of payments was granted on 5 August.<\/p>\n<p>For fleet operators and buyers considering Babboe or Carqon products, the immediate concern is continuity: warranty claims, spare parts and dealer support. The curators say other European branches remain in business while they examine a relaunch of the Dutch operations. The development is worth watching because it affects two of Europe\u2019s best-known cargo-bike brands at a time when fleet buyers need predictable supply and aftermarket support.<\/p>\n<h2>UK trading standards acts on two fronts: border rejection and frame recall<\/h2>\n<p>On 11 August, the UK published two product-safety notices on e-bikes in a single day. First, an \u201celectric bicycle\u201d sold as the M60 \u2013 described by the regulator as an electric motorbike and made by Shenzhen Xincheng Times Technology Co., Ltd \u2013 had its import rejected at the border. The product had no valid technical documentation, no evidence of production control, and a charger with a 2-pin plug that does not meet the UK\u2019s BS 1363 standard, creating a fire risk. It fails both the Supply of Machinery (Safety) Regulations 2008 and the Plugs and Sockets etc (Safety) Regulations 1994.<\/p>\n<p>Second, ORBEA UK recalled the Optima urban e-bike from model years 2019 and 2020 after the welded joint in the middle of the frame was found to be able to fail, with the risk of the frame breaking during use. Owners were told to stop riding immediately and to visit a dealer for a replacement frame. Both notices were published via GOV.UK and notified by local authority trading standards.<\/p>\n<p>The two actions matter for different reasons. The border rejection shows that UK enforcement is active against non-compliant imports \u2013 a reminder for brands and importers that conformity documentation is now a market-access issue, not an afterthought. The Orbea recall, meanwhile, keeps the spotlight on frame and structural safety in the e-bike category. This suggests buyers should expect more scrutiny of compliance paperwork and structural testing across the supply chain.
