Nov\u011b definovan\u00e1 t\u0159\u00edda pro <strong>t\u011b\u017ek\u00e1 elektrick\u00e1 n\u00e1kladn\u00ed kola<\/strong> a rostouc\u00ed tlak na evropsk\u00e9 z\u00e1konod\u00e1rce, aby p\u0159ehodnotili zastaral\u00e9 normy t\u00fdkaj\u00edc\u00ed se v\u00fdkonu motor\u016f a hmotnosti vozidel.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Pro\u010d jsou \u0161v\u00fdcarsk\u00e9 z\u00e1kony o elektrokolech d\u016fle\u017eit\u00e9<\/strong><\/h2>\n\n\n\n<p>V porovn\u00e1n\u00ed s mnoha zem\u011bmi EU zauj\u00edm\u00e1 \u0160v\u00fdcarsko v ekosyst\u00e9mu elektrokol jedine\u010dn\u00e9 postaven\u00ed. Jeho <strong>S-Pedelecs (rychlob\u011b\u017en\u00e9 ped\u00e1ly)<\/strong>-elektrokola s asistenc\u00ed \u0161lap\u00e1n\u00ed do 45 km\/h jsou \u0161iroce roz\u0161\u00ed\u0159ena pro doj\u00ed\u017ed\u011bn\u00ed do pr\u00e1ce a tvo\u0159\u00ed t\u00e9m\u011b\u0159 <strong>10% v\u0161ech prodan\u00fdch elektrokol<\/strong> v zemi. Zat\u00edmco d\u0159\u00edve byla pravidla nejasn\u00e1, nov\u00fd z\u00e1kon umo\u017e\u0148uje p\u0159epravu <strong>a\u017e \u010dty\u0159i d\u011bti<\/strong>za p\u0159edpokladu, \u017ee ka\u017ed\u00e9 sedadlo:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Je ur\u010den <strong>d\u011btsk\u00e1 autoseda\u010dka<\/strong>a<\/li>\n\n\n\n<li>Je vybaven <strong>bezpe\u010dnostn\u00ed p\u00e1sy<\/strong>.<\/li>\n<\/ul>\n\n\n\n<p>Tento krok posiluje pozici \u0160v\u00fdcarska v oblasti n\u00edzkoemisn\u00ed m\u011bstsk\u00e9 dopravy vhodn\u00e9 pro rodiny s d\u011btmi a z\u00e1rove\u0148 p\u0159izp\u016fsobuje bezpe\u010dnostn\u00ed normy rostouc\u00edmu po\u010dtu u\u017eivatel\u016f.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Nov\u00e1 pravidla pro dopravn\u00ed zna\u010dky: Elektrokola = motorov\u00e1 vozidla?<\/strong><\/h2>\n\n\n\n<p>Dal\u0161\u00ed v\u00fdznamn\u00e1 aktualizace se t\u00fdk\u00e1 <strong>dopravn\u00ed zna\u010dky a pr\u00e1va na silnici<\/strong>:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Tradi\u010dn\u00ed <strong>Zna\u010dka \"J\u00edzdn\u00ed kolo\"<\/strong> se nyn\u00ed vztahuje na v\u0161echny podkategorie osobn\u00edch motorov\u00fdch vozidel: pomal\u00e1 a rychl\u00e1 elektrokola, elektrick\u00e9 sk\u00fatry atd.<\/li>\n\n\n\n<li>Ten\/Ta\/To <strong>Zna\u010dka \"Motorov\u00e9 kolo\"<\/strong> se nad\u00e1le v\u011bnuje moped\u016fm S-Pedelec, benz\u00ednov\u00fdm moped\u016fm a nov\u00fdm t\u011b\u017ek\u00fdm elektrick\u00fdm moped\u016fm. Ka\u017ed\u00e1 silnice, kter\u00e1 zakazuje j\u00edzdu na motorov\u00fdch kolech, zakazuje i tato kola - a to i v p\u0159\u00edpad\u011b, \u017ee je motor vypnut\u00fd.<\/li>\n<\/ul>\n\n\n\n<p>\u0160v\u00fdcarsk\u00e9 obce jsou nyn\u00ed opr\u00e1vn\u011bny <strong>vylou\u010dit t\u011b\u017ek\u00e1 nebo rychl\u00e1 elektrokola z \u00fazk\u00fdch cyklostezek.<\/strong> nebo z\u00f3ny s prioritou pro chodce, v z\u00e1vislosti na m\u00edstn\u00edch bezpe\u010dnostn\u00edch podm\u00ednk\u00e1ch.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Evropa se d\u00edv\u00e1: snaha o aktualizaci norem pro elektrokola<\/strong><\/h2>\n\n\n\n<p>\u0160v\u00fdcarsk\u00fd z\u00e1kon vyvolal odezvu v cel\u00e9 EU, zejm\u00e9na proto, \u017ee <strong>N\u011bmeck\u00fd ZIV (Zweirad-Industrie-Verband)<\/strong> prosazuje celoevropskou aktualizaci zastaral\u00fdch definic elektrokol. Podle sou\u010dasn\u00fdch pr\u00e1vn\u00edch p\u0159edpis\u016f EU jsou elektrokola omezena na:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Trval\u00fd v\u00fdkon motoru 250 W<\/strong>a<\/li>\n\n\n\n<li><strong>Vypnut\u00ed asistence \u0161lap\u00e1n\u00ed p\u0159i rychlosti 25 km\/h<\/strong>.<\/li>\n<\/ul>\n\n\n\n<p>Kritici v\u0161ak tvrd\u00ed, \u017ee tato norma ji\u017e neodr\u00e1\u017e\u00ed v\u00fdkonnost modern\u00edch elektrokol ani re\u00e1ln\u00e9 p\u0159\u00edpady pou\u017eit\u00ed - zejm\u00e9na pro <strong>n\u00e1kladn\u00ed kola<\/strong> pou\u017e\u00edvan\u00e9 p\u0159i doru\u010dov\u00e1n\u00ed nebo logistice.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Navrhovan\u00e9 zm\u011bny, o kter\u00fdch se diskutuje:<\/strong><\/h3>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li><strong>Zv\u00fd\u0161en\u00ed limit\u016f v\u00fdkonu<\/strong>: ZIV navrhuje p\u0159echod z nep\u0159etr\u017eit\u00e9ho v\u00fdkonu 250 W na nep\u0159etr\u017eit\u00fd v\u00fdkon 250 W. <strong>\u0160pi\u010dkov\u00fd v\u00fdkon 750 W<\/strong>, co\u017e je v souladu s t\u00edm, jak ji\u017e funguje v\u011bt\u0161ina motor\u016f (nap\u0159. Bosch, Bafang). To by v\u00fdrobc\u016fm poskytlo v\u011bt\u0161\u00ed flexibilitu a z\u00e1rove\u0148 by se zlep\u0161il v\u00fdkon v kopc\u00edch nebo p\u0159i zat\u00ed\u017een\u00ed.<\/li>\n\n\n\n<li><strong>Hmotnostn\u00ed limity pro n\u00e1kladn\u00ed kola<\/strong>: Existuje tak\u00e9 n\u00e1vrh na stanoven\u00ed hmotnostn\u00edch limit\u016f na:\n<ul class=\"wp-block-list\">\n<li><strong>250 kg pro dvoukolov\u00e1 n\u00e1kladn\u00ed elektrokola<\/strong>a<\/li>\n\n\n\n<li><strong>300 kg pro n\u00e1kladn\u00ed elektrokola s v\u00edce koly<\/strong>. Jak\u00e9koli dal\u0161\u00ed vozidlo by vy\u017eadovalo nov\u00fd regula\u010dn\u00ed r\u00e1mec (s odkazem na <strong>EN 17860-4:2025<\/strong> n\u00e1vrh normy). Kritici varuj\u00ed, \u017ee p\u0159\u00edli\u0161 velk\u00e1 n\u00e1kladn\u00ed kola st\u00e1le v\u00edce p\u0159ipom\u00ednaj\u00ed minidod\u00e1vky a na b\u011b\u017en\u00e9 cyklostezky nepat\u0159\u00ed.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Realisti\u010dt\u011bj\u0161\u00ed metriky v\u00fdkonu<\/strong>: N\u011bkter\u00e9 n\u00e1vrhy se rovn\u011b\u017e sna\u017e\u00ed omezit v\u00fdkon na z\u00e1klad\u011b <strong>pom\u011br k lidsk\u00e9mu vstupu<\/strong>-nap\u0159. pomocn\u00fd v\u00fdkon 400% a\u017e 600%, nam\u00edsto pau\u0161\u00e1ln\u00edho v\u00fdkonov\u00e9ho limitu.<\/li>\n<\/ol>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>\u2696\ufe0f Pr\u016fmyslov\u00e1 debata: inovace vs. regulace<\/strong><\/h2>\n\n\n\n<p>Zat\u00edmco n\u011bkte\u0159\u00ed regul\u00e1to\u0159i to pova\u017euj\u00ed za nezbytnou aktualizaci, ne v\u0161ichni s t\u00edm souhlas\u00ed:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>LEVA-EU<\/strong>, evropsk\u00e9 sdru\u017een\u00ed pro lehk\u00e1 elektrick\u00e1 vozidla, varovala, \u017ee p\u0159\u00edsn\u011bj\u0161\u00ed pravidla by mohla <strong>blok asijsk\u00fdch v\u00fdrobc\u016f<\/strong>, omezit inovace a zhor\u0161it dostupnost m\u011bstsk\u00e9 e-mobility.<\/li>\n\n\n\n<li><strong>V\u00fdzkumn\u00ed pracovn\u00edci a urbanist\u00e9<\/strong> prosazovat regulaci na z\u00e1klad\u011b <strong>chov\u00e1n\u00ed p\u0159i pou\u017e\u00edv\u00e1n\u00ed v re\u00e1ln\u00e9m sv\u011bt\u011b<\/strong>, nejen laboratorn\u00ed \u00fadaje, jako je v\u00fdkon nebo rychlost.<\/li>\n\n\n\n<li><strong>RLVD<\/strong>, n\u011bmeck\u00e9 sdru\u017een\u00ed pro logistiku j\u00edzdn\u00edch kol, se d\u016frazn\u011b stav\u00ed proti vy\u0159azen\u00ed n\u00e1kladn\u00edch kol do 300 kg z kategorie j\u00edzdn\u00edch kol s t\u00edm, \u017ee by to mohlo zp\u016fsobit <strong>podkop\u00e1vaj\u00ed c\u00edle v oblasti logistiky na posledn\u00ed m\u00edli a ekologick\u00e9 mobility.<\/strong>.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>\ud83e\udded V\u00fdhled do budoucna: Co bude d\u00e1l s evropskou politikou v oblasti elektrokol?<\/strong><\/h2>\n\n\n\n<p>EU se zat\u00edm ofici\u00e1ln\u011b nezav\u00e1zala k nov\u00e9 legislativ\u011b t\u00fdkaj\u00edc\u00ed se elektrokol, ale <strong>zapojen\u00ed ve\u0159ejnosti vlivn\u00fdch obchodn\u00edch organizac\u00ed, jako je ZIV.<\/strong> a rostouc\u00ed vyu\u017e\u00edv\u00e1n\u00ed elektrokol ve m\u011bstech, jako je Berl\u00edn, Amsterdam a Pa\u0159\u00ed\u017e, nazna\u010duj\u00ed, \u017ee reforma je nejen pravd\u011bpodobn\u00e1, ale i nezbytn\u00e1.<\/p>\n\n\n\n<p>\u0160v\u00fdcarsko sice u\u010dinilo prvn\u00ed form\u00e1ln\u00ed krok, ale N\u011bmecko a dal\u0161\u00ed zem\u011b jsou hned za n\u00edm. Nadch\u00e1zej\u00edc\u00ed m\u011bs\u00edce rozhodnou o tom, zda Evropa p\u0159ijme v\u00edce <strong>na z\u00e1klad\u011b v\u00fdkonu<\/strong>, <strong>kategorie r\u016fznorod\u00e9<\/strong>a <strong>, kter\u00e9 jsou p\u0159\u00edzniv\u00e9 pro inovace.<\/strong> r\u00e1mec pro elektrokola - nebo z\u016fst\u00e1v\u00e1 v\u00e1z\u00e1n desetilet\u00ed star\u00fdmi pravidly, kter\u00e1 byla naps\u00e1na pro jednodu\u0161\u0161\u00ed stroje.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>\ud83d\udd1a Z\u00e1v\u011bre\u010dn\u00e9 my\u0161lenky<\/strong><\/h3>\n\n\n\n<p>P\u0159echod od tradi\u010dn\u00edch j\u00edzdn\u00edch kol k elektrick\u00fdm a n\u00e1kladn\u00edm elektrokol\u016fm je jednou z nejv\u011bt\u0161\u00edch prom\u011bn modern\u00ed m\u011bstsk\u00e9 mobility.
