Bethesda, MD – April 30, 2025 – The U.S. Consumer Product Safety Commission (CPSC) has voted 3-2 to advance a proposed rule aimed at enhancing safety standards for e-bikes and other micromobility devices powered by lithium-ion batteries. This decision initiates a 60-day public comment period, marking a significant step toward addressing the growing safety concerns associated with these products.

Background and Need for Action

Lithium-ion battery fires in e-bikes and similar devices have become a pressing safety issue. In New York City alone, rechargeable lithium-ion batteries have caused over 1,000 fires since 2019, resulting in 523 injuries, 34 deaths, and damage to more than 650 structures. The CPSC’s proposed rule seeks to mitigate these risks by establishing mandatory safety standards. 

Details of the E-bike Testing Proposed Rule

The proposed rule would require e-bikes and other micromobility devices to comply with modified versions of existing Underwriters Laboratories (UL) standards:

  • UL 2849-20 – Standard for Safety for Electrical Systems for E-bikes
  • UL 2271-23 – Standard for Safety for Batteries for Use in Light Electric Vehicle Applications
  • UL 2272-24 – Standard for Safety for Electrical Systems for Personal E-Mobility Devices

These modifications aim to address identified hazards such as electric shock, fires, explosions, gas releases, burns, overheating, and smoke inhalation. 

Commissioner Statements

Commissioner Richard L. Trumka Jr. emphasized the urgency of the issue, stating, “It’s time to do our part to address this hazard.” He highlighted bipartisan support for the proposed rule, noting that it could save lives by preventing fires. 

Acting Chairman Peter A. Feldman introduced a motion to refer the draft safety standard to the Office of Information and Regulatory Affairs (OIRA) for interagency review. However, the motion was defeated, with Commissioners Trumka, Alexander Hoehn-Saric, and Mary T. Boyle voting against it. They expressed concerns that the referral would delay necessary action and undermine the CPSC’s independence. 

Public Participation

The proposed rule will be published in the Federal Register, opening a 60-day public comment period. Stakeholders, including manufacturers, safety advocates, and consumers, are encouraged to submit their comments to help shape the final regulations.
